Friends of the Filipino People in Struggle (FFPS) is pleased to announce the release of our new primer, “The Whole-of-Nation Approach: From the NTF-ELCAC to the NAP-UPD.” This primer provides a critical examination of the Philippine government’s ‘counterinsurgency’ strategies, focusing on the development of the whole-of-nation approach, from the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) to the National Action Plan for Unity, Peace and Development (NAP-UPD).
